AMBI Tech led the technical design and implementation of a gamified tax compliance platform, piloted in partnership with the Rwanda Revenue Authority (RRA) and the QT Global Software. The pilot aimed to incentivize consumers to request VAT-compliant receipts through a lottery-based reward system, directly tied to electronic billing machine (EBM) data.
Citizens who requested valid EBM receipts could win up to 10% cashback on the VAT paid or additional lottery rewards if merchants failed to issue proper invoices. The platform also integrated regulatory oversight mechanisms for compliance and real-time analytics.
Despite widespread rollout of EBMs in Rwanda, consumer demand for VAT receipts remained low, undermining tax transparency and compliance. There was limited engagement from the public and few tools for regulators to act on non-compliance in real time.
AMBI Tech developed a digital ecosystem that linked consumer-submitted invoices to a national lottery system, offering instant VAT cashback and additional rewards. The pilot platform featured multi-device access, automated draw mechanisms, secure data flows from EBMs, and dynamic dashboards for RRA and RDB staff.
